A suggestion:
Have the ability to select local variables in the variable
selection window in {V} of each action

Local variables "lives" only when task is executing, so I'm afraid that it is impossible.

Yes but I think to add a tab "Local variables" and purpose all current task variables
In column Name : text before =
In column Value : text after = (if present)
So when you select a variable, this add a {VariableName} where is the cursor
