Monitor a folder and rename and move file

This is a little more complex task.
I'd like to monitor a folder called ROBO-IN. When a file appears (it will have a name such as ABCD12-100113_090913.PDF) I want to rename everything prior to the dash (ABCD12) to (ZYXW98) but leave the rest intact (ZYXW98-100113_090913.PDF). I then want to move the file to a folder called ROBO-OUT.
By the by, this is a tremendous product.
