Scheduler option for missed tasks

Tasks that were missed when the computer was off or sleeping will currently start immediately after the computer returns to an active state. I recommend adding an option to allow the user to indicate whether a scheduled task (i.e., using the RoboTask scheduler) should run, or not run, if it were missed.
