monitor file additions

I am looking at robotask for numerous reasons.  One of which is to trigger an email to a user when a file is added to a folder.  It works fine, except....what I really want is...
When the first file is added to a folder trigger an email, when a second , third etc file is added, don't fire an email.  The user would then eliminate the files from the folder and bringing the file count back to zero.
The next time the first file is added, trigger an email, but no email on second, third etc...
etc. etc...
OR, another way to think about it is set a trigger "when the number of files is greater than zero, send an email".
Any thoughts?
