It is also necessary transfer global variables - export from old computer and import on new computer. Just for info :o)

So, long story short... my PC had to be reimaged, however, they saved a copy of my old profile which included my AppData folder and the Robotask folder. I see my tasks in the tasks folder but when I open Robotask, it is empty, none of my tasks appear. Does Robotask read that folder on startup or do the tasks have to be reimported? Also, are those tasks saved there anytime they are updated or do they have to be exported every time?

Does Robotask read that folder on startup ...
Yes, RoboTask reads task folder when it starts.
...but when I open Robotask, it is empty, none of my tasks appear.
Check please, probably the default task folder is different for your current profile. But you can change it manually and restart RoboTask.
... are those tasks saved there anytime they are updated ...
RoboTask saves the task file every time when the task changed

Thanks Oleg... looks like I just needed to close and reopen. I appreciate it.

it is important that you also copy cats.tree from the source
this is how rt knows how to arrange your tasks in folders

the inability to restore the configuration easily on another machine is the main reason i get pushback everytime i suggest using rt in more places.

there is not a good export instance/import instance and it really makes rt look like an inadequate tool

i wish something could be done. i think rt is a great value , but as it sits, it has a perception problem.
